Assignment Title: The Assessment of Post-Secondary and Tertiary Institutions for Academic Inclusion of Persons with Disabilities

The Government of Jamaica/Ministry of Labour & Social Security has received financing from the World Bank toward the cost of implementing the Social Protection for Increased Resilience and Opportunity (SPIRO) Project and intends to apply part of the proceeds for consulting services to do the Assessment of Post Secondary and Tertiary Institutions for Academic Inclusion of Persons with Disabilities
Objective of the Consultancy: The objectives are to: Assess the capacity of specific post-secondary and tertiary institutions to provide persons with disabilities with equal opportunities, treatment and access to quality tertiary-level education so that they can transition into economic independence.
The project will also make recommendations for effective inclusion of persons with disabilities in the institutional settings.
Duration of the Consultancy: The consultancy is expected to take place over 80 consultant days, spanning five (5) months.
Selection Method: Individual Consultant Selection Method as set out in the Procurement Regulations. The evaluation will be based on academic, technical expertise and work experience as follows and detailed in the Terms of Reference.
- At least two years experience/involvement with disability inclusion in education and development at an institutional level (Weight - 30%)
- Experience in conducting assessments or surveys, particularly physical (non-engineering) and technological assessments for training /learning environments, including at least 2 such assessments within the last 5 years. (Weight - 30%)
- At least a Master’s degree in Development Studies, Management Studies, Sociology, Humanities, or related social sciences; or Disability Studies; (Weight - 20%)
- Five or more years work experience in academia, or service to an education or training programme (Weight - 20%)

Submission Date & Time: CVs must be submitted online via www.gojep.gov.jm on or before February 25, 2025, at 4:00 p.m.

The Ministry of Labour & Social Security now invites eligible individuals (“Consultants”) to indicate their interest in providing the Services to do the Assessment of Post-Secondary and Tertiary Institutions for Academic Inclusion of Persons with Disabilities. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” September 2023 setting forth the World Bank’s policy on conflict of interest.
