Transforming Education for Children with Disabilities

Dear Inclusive Education Initiative (IEI) Disability-Inclusive Education Community of Practice Members,

We hope this second issue of our newsletter finds you healthy and well during this extraordinary time. The COVID-19 pandemic has had wide-reaching impacts across the globe, and perhaps one of the most significant has been the school closures that have affected 92% of the world’s student population out of school for an undetermined amount of time. Children with disabilities are at more of a risk to getting left behind during this crisis as the mainstream solutions to distance learning often neglect their needs.

This issue, as well as much of the content we are currently posting on our LinkedIn page, focuses on COVID-19 resources on how best to respond to COVID-19 as it impacts learners with disabilities around the world.

The IEI is working hard to address the educational impacts of COVID-19 on children with disabilities in a variety of ways including:
  • An experts' meeting to understand the emerging needs and issues of children with disabilities at regional and global levels and to discuss emerging practices in mainstream education, as well as solutions and accommodations for children with disabilities.
  • A working paper on the disability inclusive education COVID-19 response. The paper will outline specific COVID-19 related barriers for education of children with disabilities and offer a solutions menu. It will also offer guidance on mainstreaming disability inclusion within additional financing modalities.
  • A survey for caregivers of children with disabilities, teachers for children with disabilities, and persons with disabilities to understand if learners with disabilities are accessing the supports they need to continue their education while schools are closed. We invite you to share it widely with your networks.

SURVEY ON LEARNERS WITH DISABILITIES AND COVID-19 
We have developed a survey to understand if learners with disabilities and their families have access to the supports they need to continue learning while schools are closed due to COVID-19. This survey is to be completed by caregivers of children with disabilities, teachers for children with disabilities, and persons with disabilities. It is currently available in English ,Spanish, and French, and soon it will be available in  Arabic. We ask that you share this survey widely with your networks to help us to better understand what children with disabilities do and do not have access to around the world. We hope to use the information we collect from this survey to ensure that solutions are, in fact, allowing children to continue learning during this health crisis.

NEWS AND EVENTS
 - The IEI has is celebrating its one-year anniversary. Read our Feature Story to learn more about what all we have achieved in this year and what we are planning for in year two!

 - The INEE is hosting a series of webinars to support education in emergencies (EiE) practitioners during COVID-19.
 
 - The International Disability Alliance is hosting weekly Facebook Live discussions.
 
 - UNESCO has launched the Global Education Coalition which is a multi-sector partnership to provide appropriate distance education for all learners. The Coalition aims to 1) help countries mobilize resources and implement innovative and context-appropriate solutions to provide education remotely through a range of hi-, low-, and no-tech approaches, 2) seek equitable solutions and universal access, 3) ensure coordinated responses and avoid overlapping efforts, and 4) facilitate the return of students to school when they reopen to avoid an upsurge in dropout rates. The press release can be found here. Multilateral partners that have joined so far include UNICEF, the World Bank, GPE, and Education Cannot Wait among others. The Coalition also includes members from the private sector, including Microsoft, Google, Facebook, and Zoom, the philanthropic and non-profit organizations, including Khan Academy, Sesame Street and Profuturo, and the media, including the BBC World Service.
 
The global launch of the 2020 Global Education Monitoring Report: Inclusion and education: All Means All will take place on the 23rd of June 2020. The 2020 GEM Report assesses progress towards Sustainable Development Goal 4 (SDG 4) on education and its ten targets, as well as other related education targets in the SDG agenda. The Report also addresses inclusion in education, drawing attention to all those excluded from education, because of background or ability. A concept note for the report can be found here.
